This makes use of the "fair use" provisions of copyright. In a review of an article, you may quote some bits so people get the gist of it.

... then select the text and click the Quote button.

Add more in your own words, and when you are finished it will look like:

It would be nice to add acknowledgement of the source, but that's another help topic.
